JOB
Summary:
This position is responsible for receiving emergency and administrative calls from the public and dispatching appropriate emergency personnel.
ESSENTIAL FUNCTIONS The following duties are normal for this position.
This list may not be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
o Monitors and dispatches radio communications traffic for public safety agencies throughout the county; monitors Georgia Crime Information Center (GCIC) bulletins, National Weather Service alerts, and 911 alarms.
o Receives and screens incoming telephone calls from the public and other public safety agencies; categorizes and prioritizes calls during emergency situations.
o Enters and removes information on the GCIC/NCIC computer, including information on wanted persons and stolen items.
o Retrieves vehicle registration and other information from the GCIC/NCIC computer as requested by law enforcement officers.
o Dispatches the appropriate emergency personnel to incident locations; provides emergency medical instructions to callers prior to the arrival of emergency personnel.
o Maintains a continuous log of incoming telephone and radio calls; logs incoming calls for participating agencies.
o Notifies other agencies and jurisdictions of emergency and non-emergency incidents.
o Monitors and routes incoming messages from national and state computer networks.
o Maintains pass-on log for incoming shift personnel.
o Maintains radio and communications equipment; conducts test checks as needed.
o Maintains and operates computer-aided dispatch system.
o Verifies accuracy of data on E-911 screens; prepares necessary forms for correction of information.
o Participates in training exercises.
o Operates and maintains recording devices.
o Monitors and enters information into WebEOC as needed.
o Performs housekeeping duties at communications center.
o Performs other related duties as assigned.
o Knowledge of POST procedures and GCIC/NCIC regulations.
o Knowledge of the geography and road system of White County.
o Knowledge of the radio codes used in public safety work.
o Knowledge of dispatching procedures for various agencies.
o Knowledge of CPR procedures.
o Skill in the operation of radio, communications, and recording equipment.
o Skill in operating a computer.
o Skill in dealing with the public.
o Skill in maintaining records and preparing reports.

SUPERVISORY CONTROLS:
The Senior Communications Officer assigns work in terms of somewhat general instructions.
The supervisor spot-checks completed work for compliance with instructions and established procedures, accuracy, and the nature and propriety of the results.
GUIDELINES:
Guidelines include federal and state laws, county ordinances, GCIC procedures, department policies and procedures, and equipment manuals.
These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY:
The work consists of related technical dispatching duties.
The high volume and variety of emergency calls and the need to respond quickly and calmly to emergency situations contribute to the complexity of the work.
SCOPE AND EFFECT:
The purpose of this position is to receive incoming calls and dispatch appropriate emergency personnel.
Successful performance helps ensure the protection of community life and property.
PERSONAL CONTACTS:
Contacts are typically with co-workers, representatives of other public safety agencies, representatives of service and support agencies, business representatives, and the public.
PURPOSE OF CONTACTS:
Contacts are typically to give or exchange information and provide services.
PHYSICAL DEMANDS:
The work is typically performed while sitting at a console, with intermittent standing or walking.
The employee occasionally lifts light objects and uses equipment requiring a high degree of dexterity.
WORK ENVIRONMENT:
The work is typically performed in a dispatch center.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:
None.
MINIMUM
Qualifications:
o Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
o Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
o Possession of or ability to readily obtain P.

T Communications Officer certification within six (6) months of employment.
o Possession of or ability to readily obtain GCIC/NCIC certification.
